When you are paying to get a service such as having a machine repaired or your house painted, you are legally entitled to receive that service within certain minimum standards. These include reasonable levels of care and skill, a reasonable duration of time, as well as a reasonable price if the cost was not agreed upon beforehand.
If the service provider violates your rights in these matters, you may take the trader to court. Alternatively, the person or organization may be a member of a trade association or other professional body to whom you can complain, or they have a Code of Conduct which they may have to abide by.
Asking a higher price is within the seller’s rights. A shop does not necessarily have to sell you anything, or at the price they have displayed. Showing a lower price might be because they have made a mistake, forgotten to update the tag, or they might be trying to invite you to come and open a conversation with them.
